    The U.S. OCTG Manufacturers Association Files Trade Remedy Cases on OCTG from Austria, Taiwan, and the United Arab Emirates

    WASHINGTON, D.C. / ACCESS Newswire / April 2, 2026 / The U.S. OCTG Manufacturers Association (“USOMA”) announces it has filed antidumping petitions against imports of oil country tubular goods (“OCTG”) from Austria, Taiwan, and the United Arab Emirates (“UAE”) and a countervailing duty petition against Austria. USOMA members listed below were joined by the United Steelworkers Union and United States Steel Corporation as co-petitioners.

    The petitions allege OCTG imports from these countries increased by 74% between 2023 and 2025, from 290,000 to 505,000 tons. Additionally, it asserts dumping margins range from 46.36% to 55.10% for Austria, 42.92% to 44.16% for Taiwan, and 91.42% to 93.59% for the UAE. The countervailing duty petition against Austria alleges that programs of the European Union and the Austrian government provide subsidies to Voest Alpine.

    Guillermo Moreno, President of Tenaris USA and Chairman of USOMA, stated, “The surge in OCTG imports is taking market share from the domestic industry and pushing prices and profits down. To protect our domestic operations and local teams, we had no choice but to pursue relief in accordance with unfair trade laws.”

    Jacky Massaglia, Senior Vice President of Vallourec North America, and Vice Chairman of USOMA stated, “We were astounded that first with 25% and then later 50% Section 232 tariffs on OCTG that imports from these countries continued increasing in 2025. The U.S. market for OCTG is by far the largest in the world and those countries have few other alternatives for export markets to dump their excess capacity.”

    The members of USOMA participating in the cases are Axis Pipe, Borusan Pipe US, PTC Liberty, Tenaris USA, Vallourec Star, and Welded Tube USA. The Department of Commerce (“Commerce”) is expected to initiate the investigations on April 22, with a preliminary injury determination expected by the U.S. International Trade Commission in mid-May. Commerce will likely reach preliminary subsidy determinations in September 2026, and preliminary dumping determinations in November 2026. USOMA and the United Steelworkers Union are represented by Schagrin Associates, an international trade law firm in Washington, D.C.

    The petitioners in the cases are believed to account for over 80% of the U.S. industry and employ more than 10,000 American workers.
